I don't see the point for an Eve central bank anyway. In game, isk is already handled flawlessly. And if the bank were to provide loans or opportunity for investment, that'd compete directly (and IMHO pointlessly) with player-run services.

The haulers have been upgraded. There's also improvements to assembly array structures in high sec. The latter hasn't shown up yet (AFAIK) in dev blog posts so I don't know the extent of it.
